PURPOSE:To prevent an overvoltage and an overcurrent applied to a switching element from generating by selectively switching the power controller of an actuator on the basis of the codes of a speed deviation and a speed command value. CONSTITUTION:A comparator 7 outputs a deviation epsilon between the speed command value of a target value generator 6 and a speed detected value of a control amount detector 5. A positive/negative signal converter 9 outputs the deviation epsilon from a terminal 9a at positive time and it from a terminal 9b by inverting the sign at negative time. A signal code discriminator 10 switches data selectors 11, 12 to a solid line side when the sign of the speed command value is positive while inversely to a broken line side when it is negative. the deviation epsilon is applied through the selectors 11, 12 to power control elements 4a-4d provided between a power source and a motor 1.
