PURPOSE:To synthesize and display a screen combining only bits of required picture information to one picture by adding a motion area detecting function and a picture synthesizing function at a control device for an inter-multiple points video conference service. CONSTITUTION:Video signals at each point inputted from video input terminals 6 (6a-6f) are accumulated temporarily at frame memories 10 (10a-10f), and are read out with a signal having the same clock phase, and a phasing is performed on them. The signal read out from the frame memory 10 are sent to motion area detection circuits 11 (11a-11f) and at the circuits, the difference between frame is taken out, and motions, such as the motions of a mouth, eyes, or hands, are detected. And at picture extraction circuits 12 (12a-12f), only a video part corresponding to a person having the motion is taken out, and the video corresponding to a moving part is synthesized at a picture synthesizing and switching circuit 13. A synthesized picture and a picture at a specified point, etc., are selected with video designating signals 16 (16a-16f) from the terminal and are sent to each terminal through output terminals 7 (7a-7f).
