The speed standard Vc is sent to a coil plate driving controller 5 when the coil tip arrived at a coil converging device is detected 11, and the coil plate is lowered at speed Vc. When Vc is changed by control of the conveyor during lowering, the coil plate goes down at Vc determined by an expression.
