PURPOSE:To improve the measuring accuracy of a digital rate meter, by promptly sampling changed information when a counting rate abruptly increases and detecting the increase. CONSTITUTION:A count value 7 outputted from a reader 5 is supplied to a switch (SW) 8. The SW 8 selects a contact A when the content of a mean value storing device 9 is higher than a fixed value, and another contact B in the other case. While the SW 8 selects the contact A, the count value 7 is supplied to an operation processor 11. At the processor 11, a stored 9 mean value 12 is read out and compared with the count value 7 supplied from the SW 8. When the count value 7 can be considered that the value 7 is within the fluctuating range of the mean value 12, the average of the mean value 12 read out from the storing device 9 and count value 7 supplied from the SW 8 is used as a new mean value 13. When it is considered that the count value 7 is out of the fluctuation width, the mean value 12 is disregarded and a newly inputted count value 7 is used as a new mean value 13. Therefore, a change in a counting rate can promptly be detected and the measuring accuracy can be improved.
