PURPOSE:To eliminate the occurence of drive surge when an engine operating condition which is estimated accompanied with the actuation of an intake air opening/closing means, are judged to be in an area where drive surge occurs frequently by controlling the opening/closing means based on specified hysteresis characteristics. CONSTITUTION:The titled device includes an opening/closing means C1 which is pro vided in an intake air passage I of an internal combustion engine EG, so as to function based on detected manipulated variables of an accelerator. In this case, the device includes an estimation means C2 which estimates engine operating conditions based on the opening of the intake air passage I corresponding to that manipulated variable of the accelerator which is detected by the opening/closing means C1. In addition, the device also includes a judging means C3 which makes a judgement as to whether the operating condition estimated by the estimation means C2 is in a drive surge area where drive surge occurs frequently, or not. And if the operating condition is judged to be YES by the judging means C3, the opening of the intake air passage I is controlled by a priority opening/closing means C4 such that priority is taken over the control of the opening/closing means C1 in accordance with a specified hysteresis which is set in advance, so as to escape from the drive surge area.
