PURPOSE:To prevent the accumulation of condensed water on the surface of a fin material, by coating the surface of the fin material made of aluminum with a solution mixture, which is prepared by containing titanium alkoxide with a specific composition and a highly water-absorbable resin powder in an org. solvent, to form a film. CONSTITUTION:The stock material of a substance coming to the adhesive of a highly water-absorbable resin powder in a solution mixture is one kind of titanium alkoxide represented by formula (I) (wherein R is a 3-18C alkyl group, n is 2-4 and Q is acetylacetonato or triethanolaminato). When a thin aluminum plate coated with the solution mixture is heated, an org. solvent is evaporated to form a titanium alkoxide film and the highly water-absorbable resin powder adheres to the thin plate by said film in a distribution state reduced from the uppermost surface of the film toward the interior thereof.
