PURPOSE:To prevent the over- or under-integration which is produced by the part of a picture by integrating the areas of plural types sequentially according to the order decided by the combination of area ranks and attaining the integration of areas suited to the features of the way of existence of different areas different by the part of the picture. CONSTITUTION:A feature quantity measurement means 4 including an area space detecting means 4a measures all feature quantities necessary for the decision of the space of each area and the later integration and stores these quantities in an area feature quantity table 5 in the forms that can correspond to the areas on the picture. The area numbers are added to the pictures on a picture memory 2 for the discrimination of each area. An area ranking means 6 stores the space rank names of areas into the table 5 for the discrimination of the specific space rank of the area among those ranks set previously. An area integration means 8 refers to the pictures divided in areas and the table 5 to decide the conditions of integration in response to the combination of space ranks and records the integration information to an integration information storing means 9.
