PURPOSE:To reduce texture fog due to a toner having a different polarity by using the air current due to gas discharge as an impellent power to send the toner into the developing electric field of an electrostatic latent image. CONSTITUTION:When a voltage where an AC voltage having 1-20kV frequency and 1-6kV voltage is superposed to +0.5-+6kV DC voltage is applied between an induction electrode 9 and a discharging electrode 11, discharge is started, and a toner 6 on and near the discharging electrode 11 is not only electrified positively but also blown up and is flied toward an electric charge holding body 5. Even the weakly blocking toner is loosened by the force of the air current due to discharge, and individual toner particles are electrified positively. When the positively electrified toner 6 enters into the developing electric field of the electrostatic latent image, the toner is stuck electrostatically in accordance with the electrostatic latent image by the electric attraction to the electrostatic latent image. At this time, it is important that the voltage applied to a discharger 8 and the frequency of the AC voltage are adjusted to float the toner 6 near the surface of the electric charge holding body 5 so that the toner 6 does not collide directly against the electric charge holding body 5.
