PURPOSE:To prevent the damage even in case of the use on the water by burying an optical communication line in a buoyant material structure and laminating and sticking minute fused metallic pieces due to spark of a metallic wire on the outside surface. CONSTITUTION:A shell body of the optical communication line is coated with a metallic material to have a solid outside surface, and it has such structure that it is prevented from being difficult to handle by the heavy weight and is light-weight to have a buoyancy on the water through it is coated with a metal. Minute metallic pieces generated by spark of a metallic wire 5 at a spark point 51 are immediately jetted to and are crashed and thrusted into a surface 3 from a jetting nozzle 6 at an intense pressure by a cooling gas 7 and are stuck there. Since these minute metallic pieces are wrapped in the cooling gas 7 immediately after spark their purity is secured to prevent sticking of foreign matters or the like.
