PURPOSE:To prevent the problem of environmental pollution or the like from arising by recovering silver from a waste liquid containing silver and storing this liquid in a recovery tank together with a waste liquid which does not contain silver and sending a certain quantity of these liquids to a mixing tank at each time to dilute and mix them with water and discharging and treating them. CONSTITUTION:A waste liquid 27 in a recover tank 26 is allowed to pass a silver recovery device 31 by a pump 30 and is sent to a recovery tank 25. A cartridge type replaceable device using steel wool is used as the silver recovery device 31, and only silver ions are acquired from the waste liquid 27 by the difference of ionization tendency. Consequently, the mixed waste liquid 33 of a developer waste liquid 20 and a waste liquid 32 which does not contain silver is stored in the recovery tank 25. The waste liquid 33 which is stored in the recovery tank 25 and does not contain silver is sent to a mixing tank 36 by a pump 35. A diluent water is supplied to the mixing tank 36 through a solenoid valve 37. The waste liquid 33 from the recovery tank 25 is diluted to a prescribed concentration in the mixing tank 36 and is discharged.
