PURPOSE:To simply control the spring-up of a spool from outside by allowing a spool to be equipped with a reversing mechanism meshed with a spring rack and a driving rack through a relay rack so as to permit the shift in the vertical direction and a pushing-up bar which urgs the reversing mechanism from the direction of the top edge of the spool and springs up the spool. CONSTITUTION:A relay pinion 16 is supported in the center lower part of a box body 15. The spools 9a and 9b are installed onto a base 10, and said base 10 is installed onto a spool springing metal fitting 12. A springing rack 17 is installed onto the springing metal fitting 12, and meshed with one side of the relasy pinion 16. A driving rack 18 meshed with the other side is guiding- held inside the box 15, setting the base 10, and a compression spring 19 is provided. When a pushing-up bar 20 is driven by a cylinder 21 and fitted with the extension part E of the driving rack 18 and pushed up, the springing-up metal fitting 12 is lowered by the revolution of the meshed pinion 12, and the coil C1 on the spool lowers, and then a coil C2 is formed. Thus, the springing of the spool can be performed easily by the reverse operation.
