PURPOSE:To safely and readily carry out modification at a low treatment cost without damaging the surface, by adding a photopolymerization initiator to the surface of a high polymeric material, bringing a radically polymerizable monomer into contact with the initiator and polymerizing the monomer while irradiating with light. CONSTITUTION:A photopolymerization initiator is previously added to the surface of a high polymeric material, which is then brought into contact with a radically polymerizable monomer and irradiated with light to polymerize the monomer on the surface by the initiating species formed at this time. The photopolymerization initiator is added by dissolving the initiator in a selected solvent to be a swelling agent for the high polymeric material and dipping the high polymeric material in the formed solution while heating under pressure. Polyethylene terephthalate is used as the high polymeric material and a hydrophilic monomer is polymerized on the surface thereof to hydrophilize the surface.
