PURPOSE:To attain economical service using a TDMA equipment and over by demmand assign/pre-assign in common by providing a demmand assign controller between the DTMA equipment and a terminal equipment and applying the demmand assign connection within a range of a satellite line band subject to pre-assign connection. CONSTITUTION:As the pre-assign service constitution, each ground station 2 is added with a demmand assign controller 25 and a control station is added with a demmand assign line management equipment 16. Channels of a satellite line used in the demmand assign service are all set as pre-assign circuits used in common to the demmand assign controller 25. A communication request from a terminal equipment 3 is detected by a signal processing circuit 252 in the demmand assign controller 25 and informed to a demmand assign line managing equipment 16 via a control signal satellite line 51. The equipment 16 selects a line not in use out of the pre-assign lines set already for the demmand assign and assigns it.
