PURPOSE:To improve the multiplexing accommodating efficiency on a transmission line by multiplexing narrow-band signals which are branched and outputted into a free time slot by speed conversion, time slot conversion, and speed conversion. CONSTITUTION:A digital input signal 6 generated by multiplexing a wide-band signal and a narrow-band signal on a time-division basis is inputted to a time slot converter 1 for the wide-band signal through a multiplexing circuit 5, and time slot conversion is carried out for signals in all times slots as the wide-band signal to obtain a digital output signal 7. Time slot conversion is performed again together with the wide-band signal after said time slot conversion, so speed conversion is carried out by a speed converter 4 to time slot position corresponding to free time slots of the digital input signal 6. This obtained digital signal 10 is multiplexed by the multiplexing circuit 5 together with the digital input signal 6 and time slot conversion is carried out again by the time slot converter 1 for the wide-band signal to obtain a digital output signal 7.
