PURPOSE:To decrease a rejection rate by outputting the applicable recognizing result even when the device is given in the upper and lower directions of a character frame to the hand writing character recorded in the character frame of a slip. CONSTITUTION:A projecting memory 13 accommodates the horizontal projecting data in the height direction to the character pattern in one character memory 12. Based upon the horizontal projecting data in a projecting memory 13 and mask data MU and MD stored beforehand to a mask memory 15, a character transfer control circuit 14 transfers the character pattern for the prescribed height from one character memory 12 to a recognizing circuit 16. The mask data MU and MD are the data to determine the upper and lower border value in the height direction of the character pattern. The recognizing circuit 16 executes the character recognizing processing to the character pattern outputted from one character memory 12 by the control of a recognizing control circuit 17. A character checking circuit 18 compares the forcibly stretch-breakable character code group stored beforehand to a character code memory 19 and the recognizing result from the recognizing circuit 16, and based upon the comparing result, the answer is outputted which is a final recognizing result.
