PURPOSE:To speed up the assignment of a time slot and to increase the time slot group used for a broad band call by using the time slot group to manage time slot number in a low speed frame. CONSTITUTION:When a broad band call takes place, an operating time slot number in an operating time slot number management means 2 is retrieved in response thereto and the number of the arisen broad band call is assigned to a call number management means 3 managing each time slot of a high frame same phase where the operation time slot number is zero. When a narrow band call takes place, a means 3 managing the time slot in a high speed frame same phase having a relation to the operating time slot number decided for the operation time slot number of the means 2 is retrieved in response thereto. When an idle slot is found out, a narrow band call number is assigned thereto to generate information, which is sent to a multiplex section 1, where the narrow band call and the broad band call are multiplexed and the result is sent to a multiple access highway 4.
