PURPOSE:To compress tracing information by detecting the time length applying unit tracing processing for a prescribed time to a time series signal and encoding the time length by a coder based on the statistic distribution of the tracing information corresponding to the time length. CONSTITUTION:A counter 14 counting a frame number subjected to sub-sampling and coders 11-13 are provided, and when no sub-sample is applied, a switch SW4 selects a moving vector coder 11. In applying sub-sample, the movement vector coder 13 corresponding to the sub-sample number counted by the counter 14 is selected, the selected coders encode the movement vector, the result is outputted to a multiplex circuit 9-1 and sent to the opposite party together with the output of a quantization coder 7. Further, the number counted by the counter 14 is inputted to the circuit 9-1 and sent to the opposite side, and the opposite side recognizes the characteristic of the encoded moving vector by the number and applies decoding. Thus, the code length of the moving vector is decreased and the moving vector information is compressed. |
