PURPOSE:To detect leakage from the starting of a plant and to improve safety by forming a gas inflow/outflow hole, a wind direction measuring means for the inflow/outflow hole and a means for deciding leakage based on the wind direction on a part of a box surrounding transport pipe for gas or liquid. CONSTITUTION:In the normal operation of the plant, the inside of the heat insulating box 1 is heated by high temperature cooling pipes 3 and the tip of a through pipe 4 is also heated at a high temperature. Thereby, gas on the outside of the box 1 is usually made to flow into the box 1 through the pipe 4 based on convection, and when a flow rate in the pipe 4 is directed to the inside of the box 1, the flow rate around a flow rate measuring element 52 is delayed because a supporting board 51 acts as an obstruction, so that the measuring value of a flow rate measuring element 53 becomes larger than that of the element 52 and upflow can be discriminated. If leakage is generated, the inner pressure of the box 1 is increased slightly higher than the sudden blowout of water under high temperature and high pressure, gas such as steam flows out also from the pipe 4 and the measuring flow rate of the element 52 becomes larger than that of the element 53, so that the generation of leakage can be detected.
