PURPOSE:To sense abnormality in phase modification operation of a hydraulic machine before an abnormality occurs and make it possible to display the abnormality by arranging sensors capable of sensing the abnormality at locations where abnormalities occur. CONSTITUTION:At the sealing parts of a guide vane water drain pipe 10 and of a lower cover 4 are respectively arranged temperature sensors A-1 and A-2. Further, a sensor for detecting input into a shaft rotating without load and a sensor A-4 for detecting shaft vibration are arranged. Further a sensor A-5 for detecting vibration of an upper cover 3 and a sensor A-6 for detecting time intervals of air supply for depressing and lowering the water surface are arranged. By comparing signals from these sensors with preset values, in case it is judged to be abnormal, the result is made to be displayed via a warning circuit.
