PURPOSE:To minimize the winding way applied on a strip by forming a coil by rewinding after performing a test with winding the strip by providing the winding drum with larger diameter than the minimum diameter of the coil at the delivery side. CONSTITUTION:The inspection instrument 3 which inspects the presence or absence of a flaw by irradiating the testing beam of ultrasonic wave, etc., on a strip S is arranged between the 1st, 2nd winders 1, 2 which support a coil C freely rotatably. The 2nd winder 2 has the winding drum 5 having the larger outer diameter D2 than the minimum winding diameter D1 of the coil C which is supported by the 1st winder 1 freely rotatably, and the drum 5 is driven in both directions by a driving motor 6. The inspection is performed with winding the strip S delivered by drawing from the coil C set to the 1st winder 1 by receiving mechanisms 4A, 4B with the 2nd winder 2. After winding the strip S on the 2nd winder 2, the strip S is rewound to the 1st winder 1 by reversing the device.
