PURPOSE:To manufacture a submerged arc welding bond type flux which has dispersed and distributed uniformly a water soluble B compound, by pelletizing a flux raw material powder by using a moisture binder which has dissolved in advance the B compound. CONSTITUTION:A water soluble B compound such as borax, boric acid, borate, etc. is dissolved in a water-bearing binder such as water glass, silica sol, alumina sol, etc., and the B compound is distributed uniformly in advance in the binder. Subsequently, the binder containing the B compound is kneaded with a flux raw material powder and mixed enough and uniformly, burned after pelletizing it, and also graded, by which a welding bond type flux is obtained. By executing a submerged arc welding by using this flux, a weld metal containing uniformly B which has been reduced and generated is formed.
