PURPOSE:To facilitate the travelling of a vehicle on a slope by braking for stopping the same thereon and making the brake force sustainable only when a clutch pedal is being stepped while making the brake force releasable upon occurrence of semi-clutch condition at the time of starting. CONSTITUTION:Upon stepping a brake pedal 70 when a vehicle is travelling on an uphill road, pressure liquid is fed from master cylinder 69 to the wheel cylinders of all wheels thus to brake a vehicle. Upon stepping a clutch pedal 2, pressure liquid is fed from the master cylinder 3into a piston 31 of a flow limiter 6 to stroke the piston 31 to the right thus to produce liquid pressure in a liquid pressure producing chamber 42 and to function a cylinder 7 to disconnect the clutch. Upon turning on a switch 63 due to displacement of a valve body 19 caused through rightward stroke of the piston 31, a solenoid valve 75 is brought to the position B thus to hold the braking force. Said valve 75 is switched to the position A when the liquid returning from the cylinder 7 will reach to predetermined quantity at the time of start to turn off the switch 63.
