PURPOSE:To improve the utilization efficiency of a circuit by editing pieces of information which need not be transmitted to a center immediately among pieces of information on a state change from a terminal device a certain time later and then transmitting them to the center at a time. CONSTITUTION:Information on a state change when supplied from the terminal device to a transmission control part 16 is stored in a RAM 14 by a CPU 12. The CPU 12 decides whether the information should be transmitted to a center monitoring device 3 immediately or not. When it is decided that the information needs to be sent immediately, the data is transmitted to the center monitoring device. When not, on the other hand, a timer 15 begins to count a specific time. If information on a state change is received from another terminal device during the counting operation, the information is stored in the RAM 14 and all pieces of information stored in the RAM 14 are edited after the timer 15 counts the specific time and transmitted to the center monitor device at a time. |
