PURPOSE:To eliminate the feeling of disorder in a system by allowing a reception side to send automatically a reception negation reason from a negation reason request signal from a transmission side when the reception side negates the reception in a system provided with an access right change control device. CONSTITUTION:A CPU 9, in its operation, reads a fixed access right added at data transmission from a ROM 8 and a variable access right being a criterion whether or not a data from other station is to be received and sets them to a register 7. When the variable access right is changed, the result is set into the register 7. When the data from the transmission side is desired to be negated by using the variable access right, the negation reason is set into the register and a reception negation response reply signal is sent to the transmission side. When the transmission side receives the response signal, no data is sent but a negation reason request signal is supplied to the opposite party. Thus, the reception negation reason message set in the register in advance is sent automatically.
