To reconstruct waste tips by introducing a liquid-tight, accessible prefabricated construction, a sealing element is proposed which is stretched under the cover. A method and an apparatus are described which enable accessible prefabricated constructions to be introduced subsequently. A laterally open tunnel-like apparatus moves through under the waste tip by the material being excavated in front of it and being conveyed away laterally and by prefabricated units being introduced sideways and situated behind it, on which prefabricated units the apparatus can be supported for further advance.
