<p>PURPOSE:To reduce a prediction error and a quantizing error determining a prediction coefficient to respective orthogonal components based on the vertical and horizontal correlation of the respective orthogonal components and changing the prediction coefficient and the quantizing characteristic of other orthogonal component from the prediction error of a part of the orthogonal component. CONSTITUTION:A value obtained by multiplying an orthogonal component corresponding to H3 of the adjacent block by 1/4 by a multiplier 21 in the horizontal direction which is the and a value obtained by multiplying an orthogonal component corresponding to H3 of adjacent block by 3/4 by a multiplier 23 in the vertical direction which is the output of a buffer 27 are added by an adder 17 to have a prediction value to the H3.
