A hydraulic throttling or cut-off valve that comprises a substantially cylindrical core body formed of two layers of resilient material with a mesh layer between them. The body has axially extending outer surfaces that form therewith a slit-like aperture. The mesh layer functions to protect the inner layer of resilient material from overexpansion due to any excessive pressure to which it may be subjected, thus protecting it from tearing, without affecting its resiliency.
