PURPOSE:To provide the titled composition containing a prepolymer or a urethane resin produced by reacting a specific polyoxyethylene polymer mixture with a polyisocyanate compound and giving a moisture-permeable non-porous hydrophilic polyurethane resin coating film. CONSTITUTION:The objective composition is composed essentially of (A) a polyol mixture consisting of a combination of (i)50-98 (wt)% polyoxyethylene polyol having an oxyethylene group content of 50-90%, a hydroxyl value of 15-60 and a number of hydroxyl groups of >=3 and (ii) 2-50% diol having a molecular weight of 62-2,000 and optionally containing oxyethylene group [the amount of the component (ii) is 0.2-5 equivalent per 1 equivalent of the component (i) and the content of oxyethylene group of the components (i) and (ii) in the polyol mixture is >=705] and (B) a polyisocyanate compound, or composed essentially of a prepolymer or polyurethane resin produced by the reaction of the components (i), (ii) and (B).
