PURPOSE:To reduce the quantity of transmission information by delivering either one having a small number of bits of the binary information obtained by coding the digital information and the binary information obtained by coding the digital information after inverting it. CONSTITUTION:A transmission scan part 1 reads and scans originals according to the control of a control part 2 and decomposes the originals into picture elements. These picture elements are converted into digital signals in response to the variation of density of picture elements and supplied to a buffer memory 3. The memory 3 supplies the digital information DP to a coding circuit 4 and an inverting circuit 5. The circuit 4 codes the information DP into the binary information CP according to a rule decided by the correlation among picture elements and then delivers the information CP to a selection circuit 6 and a bit counter 7. The signal DN inverted by the circuit 5 is supplied to a coding circuit 8 and coded into the binary information CN by the same rule as the circuit 4. The information CN is supplied to the circuit 6 and a bit counter 9. The outputs of counters 7 and 9 are compared 10 with each other, and 1 and 0 of a selection signal S is delivered in accordance with the difference of quantity between the information CP and the information CN. The information having a smaller number of bits is selected and delivered through the circuit 6.
