PROBLEM TO BE SOLVED: To provide an image transmitter with which an image from the side of transmission is usually observed as a moving image, the image of clear picture quality at the same time is selected by an operator, who recognizes any change, and that change can be confirmed. SOLUTION: Concerning a source image from a camera 5, compression encoding is performed as the data of a moving image (for which the amount of data is small and transmission time is short but picture quality is degraded) and a still picture and decoding to the moving image/still picture is performed at an image processing part 4. Then, the encoded data are exchanged through a communication line 1. Frame management is performed for allocating the same frame code to the moving image and the simultaneously encoded still picture. An image memory 11 stores the received moving image and the still picture for transmission. When an operating part 13 instructs the still display of any picture in the received moving image, a command is sent for requesting the transmission of still picture data in the same frame as the instructed picture to the terminal of a communicating party and corresponding to this command, data retrieved from the stored still pictures and transmitted to the opposite side terminal are decoded and displayed on a monitor 10. |
