<p>PURPOSE:To compress a picture signal without being affected by the kind of picture by differently encoding for a part of the picture where the picture varies largely and a part where the varying is little. CONSTITUTION:An input picture signal on the unit of block is inputted to a power detector part 1. The part 1 derives the power in block unit and compares the result with two prescribed values. If the power is larger than the prescribed value, the variation is large even in the block, therefore, the encoding with comparatively long bit length is executed by using a first vector quantization table 2a without obtaining an average value anticipated. If the power is smaller, the said value is obtained, and it is made to be a small value. Then, the encoding with short bit length is executed by using a second vector quantization table 2b.</p> |
