PURPOSE:To prevent inappropriate speed shift operation due to a trouble in an electrical system, by monitoring whether a reduction ratio set by a reduction ratio control means is within an allowable reduction ratio range corresponding to the set reduction ratio or not. CONSTITUTION:A reduction ratio control means 2 sets a reduction ratio in accordance with vehicle speed data, and instructs a speed change gear drive means 4 to carry out is operation. Meanwhile, ranges of reduction ratios in accordance with vehicle speeds are set in a speed reduction range monitoring means 3 which therefore determines whether the reduction ratio set by the reduction ratio control means is allowed at the vehicle speed or not. If it is determined that the reduction ratio set by the reduction ratio control means 2 exceeds the allowable range, the reduction ratio range monitoring means 3 delivers a speed shift stopping signal to the speed change gear drive meand 4, thereby it is possible to inhibit inappropriate speed shift operation.
