<p>PURPOSE:To suppress the increase in information quantity even when many significant input blocks exist by using a difference signal series mean value and a deviation component to discriminating in the discrimination of the similarity between plural reference blocks and the input block. CONSTITUTION:When an analog picture signal is inputted, digital processing and block processing are applied via an A/D converter 1 and a block constitution section 2 and the result is inputted to a subtraction section 15. Further, a picture signal before one frame than the present input signal is stored in a frame memory 3 and plural blocks of signal series are inputted to the subtraction section 15 via a reference signal generating section 4. Then a difference signal series corresponding to each reference block is obtained from the subtraction section 15, fed to a mean/deviation arithmetic section 16 and also to a normalizing section 9. Then the mean value and the deviation are obtained from the arithmetic section 16 and outputted to a discrimination section 17, where discrimination of significance of block is applied. In this case, the same position block corresponding to the input block is used and no position information is required, then the increase in the information quantity is suppressed.</p> |
