A manual cutting and bending device is provided to easily fold a metal plate having a predetermined width by controlling the width of the metal plate with a stopper reciprocating on a stopper rail. A manual cutting and bending device includes a base, a compressing member(20), a folding unit(30), a handle(50), a rail(31), a cutter(40), a stopper rail(15), and a stopper(17). The base is mounted on a hanger(11), and a metal plate is rested thereon. The compressing member is rotatably arranged on an upper part of the base, has a linear folding end part(21), and compresses the metal plate. The folding unit is coupled to a front end of the base with rotating outside the folding end part. The handle is installed on the folding unit for manually rotating the folding unit. The rail is formed on a front end of the folding unit in parallel with the folding end part. The cutter is separably coupled to the rail and moves along the rail for cutting the metal plate. The stopper rail is installed on the base facing backward and includes graduations. The stopper reciprocates along the stopper rail and locks an end of the metal plate.
