A system and a method for providing two number service using call forwarding for reducing a cost are provided to offer a call process for providing the two number service and increase the convenience of a user. An originating exchange(110) transmits a first sending information request message requesting the incoming call information about a virtual number. A first HLR(Home Location Register)(120) receives a first sending information request message from the originating exchange. The response message including a real number is transmitted according to receiving the real number of the virtual number. A second HLR(130) receives a second transmitting information request message including the virtual number.
