This device includes a support 1 comprising securing means 8, 9, a rod 2 fixed near one end of the said support 1 and carrying a grooved pulley 3 around which the towing cable 10 runs and orientable guiding means 11, 14, 18, 20 for each of the strands of the cable, at the opposite end of the said support. The orientable guiding means comprise loose rollers 14, 18, 20 designed for keeping the strands of the cable 10 along two orthogonal directions, one of which is parallel to the plane in which the pulley 3 rotates. <IMAGE>
