A metal surface treatment method and metal surface-treated by the method are provided to induce hydrogen bonding of all bioactive organic compounds so as to achieve enhanced metal-organic bonding. A metal surface treatment method comprises a step of surface-treating titanium or the metal including titanium by using alkaline solution including NaOH of 1~10 mol/L, a step of annealing the surface-treated metal object, and a step of coating bioactive organic compound on the annealed metal object. The surface treating step includes etching the metal object through alkaline solution of high temperature of 18°C to 90°C, where the extent of etching is controlled depending on the time during which the metal object is held in the alkaline solution. The annealing step is performed under the atmosphere including the air or oxygen at the temperature below 900°C.
