PURPOSE:To effectively eliminate a time fluctuation component and to obtain a stable information signal in a time aspect by storing once the information signal having the time fluctuation, measuring simultaneously the volume of the time fluctuation, and taking out the signal stored based upon the result with compressing or expanding it in the time aspect. CONSTITUTION:A write control circuit 2, synchronizing with a stable clock supplied from a reference clock oscillator 3, samples an input television signal and stores it at a line memory 4. On the other hand, a horizontal synchronizing edge separation circuit 5 separates selectively a horizontal synchronizing edge signal from the input television signal and supplies it to a timer 6. The timer 6 measures the time interval of a horizontal synchronizing edge. A time comparator 7, comparing the result of a measurement with a reference time value and outputting an error as a voltage fluctuation, controls the output clock frequency of a voltage control oscillator 8. Lastly, a readout control circuit 9, synchronizing with the output clock of the voltage control oscillator 8, reads out the television signal stored at the line memory 4 and outputs it from an output terminal 10 after regeneration.
