PURPOSE:To secure a smooth starting action with a power controller by impressing the full voltage which lasts for an optional prescribed period when an induction motor, a fluorescent lamp, etc. set at the load side are started. CONSTITUTION:A load 38 of a fluorescent lamp 44, an induction motor 46 of a compressor 48, etc. is connected to a commercial power supply AC via a phase control circuit 36 consisting of a triac, etc. A phase control circuit 70 consisting of a timer 72, etc. is provided to the circuit 36 for two step switching, i.e., the minimum value and a normal phase angle of a phase angle produced by a trigger circuit 42. The circuit 70 receives a command for reduction of the voltage drop of the circuit 36 and starts a timer 72 to deliver a control signal for rise of time voltage. Then the full voltage which lasts for an optional prescribed period by said control signal is impressed. The timer 72 is set with a release command for said reduction command of voltage drop and applies the voltage of a high voltage for smooth actuation when the load 38 is started and working.
