PURPOSE:To improve the standard deviation and the hit factor of water distribution amount by applying the correction in consideration of the weather history obtained from a washing tank model. CONSTITUTION:The daily water distribution amount is estimated with waterworks by a computer device. For this purpose, registers 1-13 are provided together with a correction arithmetic circuit 14 and a washing tank model. The parameters are set to the parameter registers 1-9 in terms of the upper and lower tank levels of a washing tank model, the increase of fine weather, the increase of cloudy weather, etc. While the water distribution amount set before correction on the estimation subject day is stored in a register 10 for amount estimated before correction. With the arrangement, the water distribution amount is reduced for storing water on the rainy, snowy and cloudy days by said washing tank model. The stored water is discharged on a fine day to increase the water distribution amount. Thus the water distribution amount is further corrected based on the weather history obtained from the washing tank model.
