PURPOSE:To reproduce a color picture signal having no color shifting by processing all other signals as error ones by the occurrence of one error decoding operation when the decoding of encoded plural picture signals is performed. CONSTITUTION:Separating from an MH decode ROM212, a circuit that detects an EOL which functions as a synchronizing signal of one line is provided. Namely, a NAND circuit 204 to which a data from the preceding to the eleventh bit and the inverted data of the twelfth bit in a shift register 201 are inputted is provided. The output of a latching circuit 210 is changing one after another corresponding to the decode and the shift register 201 is shifted in order by share of data slipped from an effective code length by a bit shifter 203. A counter 209 continues the counting of a clock for the value of a run-length data RL from the latching circuit 210 and at every count-up, an inversion signal 214 is outputted resulting the inversion of a black-and-white picture signal.
