PURPOSE:To eliminate a delay produced with a small data flow rate by bypassing a ring transmission line and branching data to a bypass path only when the data density is less than the prescribed value at the back of the junction part of said transmission line and also the prescribed area of this line is idle. CONSTITUTION:The prescribed area 150a of a ring transmission line 150 is bypassed by a bypass route 140 via a branch part 112 and a junction part 106. An idle buffer detecting part 130 is provided to the part 150a and a data density detecting part 120 is formed at the rear part of the part 106 respectively. Then it is detected by the part 120 that the quantity of the data passed through the line 150 is small. The data is branched to the route 140 via the part 112 when the part 130 detects that the buffer at the area 150a has an idle part.
