PURPOSE:To provide a high-energy solid fuel which is high in combustion efficiency and produces no significant amount of residue and corrosive gas accompanying combustion, by mixing cellulose with a paint waste contg. a resin, rolling the mixture and cutting the rolled product. CONSTITUTION:15-85wt.% cellulose is fed in a hopper 11 provided in a bifurcated casing 10, fed into a casing 14 via feed roller 12, where it is cut by means of spiral vanes 15 and fixed edges 17 on a spiral feeder 16, fed into a fiber- crushing device 19 mounted provided a casing 18 to crush it into a size of 3-10mm using an outer blade 20 and fixed edges 22 on a rotating member 21, and fed to a mixer 32. A paint waste contg. 18-85wt.% resin is fed to a crusher 25 via a hopper 24 for crushing and fed to the mixer 32 via screw feeder 29 in a casing 28, where it is mixed with the cellulose. The mixture is fed onto a stainless steel belt 35 via an opening 33, where it is rolled with a roller 37, cut with a rotating dish blade 41 and a vertically moving cutter 42 mounted on a cutting machine 40 into a predetermined size and fed to a high-speed drying cylinder 44 to allow it to dry.
