PURPOSE:To save a cost for a communication by effectively using a prescribed duration of call to be charged to transmit the picture information in an employed facsimile communication system based on a charge system making the prescribed duration of call a charging unit. CONSTITUTION:A file device 7 is constituted of file groups in which a time 8 required for transmitting the picture information 6 and the picture information 6 is stored individually in the destination information 9 and a file name 10 is added. A managing table 11 has the file name 10 divided every destination information 9 and stored. The time required for transferring of picture information 6 is counted at a communication time counting part 13. After the picture information 6 calls for the other party station 2, when the picture information 6 of the file groups of the file device 7 is transmitted, a time 12 required for transmitting is below a required time 4, a control section 16 calculates a difference time 15, retrieves the file name of the same destination as the called other party station and when the time 8 required for transmitting the picture information in the retrieved file is smaller than the difference time 15, this picture information 6 is taken out from the file device 7 and transmitted.
