PURPOSE:To enable the receiving of measuring data or the like, by normally charging a storage battery with a shared low current so that a current can be supplied to an interface circuit from the storage battery for transfer to carry an external recording medium only. CONSTITUTION:An input pulse (a) is transmitted to a control circuit 3 through a receiving circuit 2 to be counter. The circuit 3 zones measuring data according to the setting or the like from a setting circuit 4 and a time counting circuit 5 to display 6 while it being memorized 7. An operation circuit 9 transmits an operation signal to the circuit 3. An interface circuit 10 has a function of writing into a memory medium 17 and a function of transmitting the set contents to the circuit 4 through the reading circuit 3. Then, a power source circuit 11 incorporates a constant voltage circuit 13 which supplies a current smoothed 12 with a voltage drop as DC voltage (c) through a sharing circuit 16, a storage battery 14 to be charged with a low current shunted, a switch 15 and a constant voltage circuit 13a adapted to adjust a voltage of the storage battery to that for the circuit 10. Thus, only an external recording medium 17 can be carried to receive measuring data of electric energy or the like and a set data.
