PURPOSE:To effectively prevent frequent occurrence of engine stall by providing an idle up means for starting so as to operate a valve opening regulating mechanism at a particulary time up to the position where practical engine speed exceeds the aimed speed. CONSTITUTION:A valve opening regulating mechanism 5 is provided to move the closing position of the throttle valve 2 of an engine, and so is a feedback control means A to operate the valve opening regulating mechanism 5. An idle up means B for starting is provided in order to release the valve opening regulating mechanism 5 from the control of the feedback control means A and to operate the mechanism 5 up to the position where practical engine speed exceeds the aimed speed when it is detected by a start detecting means C, that a car is ready to start. Frequent occurrence of engine stall due to erroneous operation of a clutch at the time of starting vehicle can be effectively prevented by this mechanism.
