PROBLEM TO BE SOLVED: To provide a power storage element and a power storage device capable of preventing a conductive structure arranged in the vicinity from coming into direct contact with a positive electrode and a negative electrode of an electrode body.SOLUTION: A power storage element comprises: an electrode body 3 in which a positive electrode 31 and a negative electrode 32 are laminated on top of each other; an outer package 4 in which the electrode body 3 is housed; and an insulating protection body 5 overlapping the outer package 4. The resistance strength of the protection body 5 against piercing is set higher than that of each of the positive electrode 31, the negative electrode 32, and the outer package 4. The protection body 5 is a high-elastic film made of synthetic resin such as polyurethane (PU) or polyethylene (PE).SELECTED DRAWING: Figure 3
