PURPOSE:To safely store paper sheets in a storage box by detecting the uppermost position of paper sheets already stored before and during the stacking of paper sheets with an impeller and lowering a presser plate, on which paper sheets are to be stacked, by a predetermined quantity. CONSTITUTION:An an impeller 11 is rotated, pinched bills 28 hit a stopper 13 and drop inside a storage box 18 and are stacked. The number of these bills 28 are detected by a passage sensor 27, and when the predetermined number of bills are stacked, a presser plate 14 is once lifted by a step motor 17, and the impeller 11 is pushed up. After the upper end position of stacked bills 28 is detected by a sensor 21, the counter value of the passage sensor 27 is cleared, then the step motor is again reversed, and the presser plate 14 is lowered by a predetermined quantity (1). Stable stacking can be continued by repeating these actions each time bills are stacked.
