PURPOSE:To form a coating film free from coating irregularity, having a uniform thickness and excellent in smoothness, by drawing up a cylindrical body and/or drawing down a ring shaped coating solution receiving part. CONSTITUTION:A cylindrical body 1 is supported by a support shaft 3 through a cylindrical body support jig 2 by using a nut 4 and connected to the arm 12 of a drawing-up apparatus so as to be movable in an up-and-down direction. A ring shaped coating solution receiving part consists of a ring shaped upper wall member 6, the fixing jig 7 thereof, bolts 8, nuts 9, a lower wall member 5 and a shield member 10. In coating, by relatively moving the cylindrical body 1 and/or the ring shaped coating receiving part, a coating film 11' is formed to the outer surface of the cylindrical body 1.
