PURPOSE:To attain the clearness of language information even under much noise circumstance by emphasizing the crest and trough of a spectrum envelope so as to improve the articulation of the language information. CONSTITUTION:The output of an orthogonally intersection converting circuit 3 is subjected to, e.g., absolute value operation in the power spectrum calculation circuit 41 of a spectrum processing section 4 to calculate the power spectrum. The calculated power spectrum is supplied to a spectrum slope calculation circuit 42 so as to obtain the slope of power spectrum as an approximated straight line. Then the power spectrum from which slope is eliminated is obtained by the substraction circuit 43. The output of the circuit 43 is supplied to a power spectrum emphasis circuit 44, where the creset and trought of the envelope of the amplitude component of the spectrum are emphasized.
